The City Secretary is an officer of the City, required by the City's Charter, and is appointed by the City Council.
The Office of City Secretary maintains and preserves the official records of the City, including Council minutes, contracts, agreements, ordinances, resolutions and deeds. The City Secretary is the designated Records Management Officer for the City. In addition, the City Secretary provides elections services to all voters and candidates. The City Secretary's Office is also responsible for the issuance of certain permits and licenses including alcoholic beverage licenses, taxi and franchise fees and hotel/motel occupancy taxes.
In addition to the statutory duties of the position, the City Secretary also:
- Provides support, assistance and information to the City Council
- To preserve and improve access to municipal records and historical documents.
- To safeguard the municipal election and records management processes
- Encourages public participation in the municipal government process; and
- Provides daily assistance to all administrative departments of the City of Brenham

City Secretary - Jeana Bellinger
Jeana Bellinger has been with the City of Brenham since November, 2006 and has been Deputy City Secretary since June, 2008. She was appointed City Secretary by the City Council on Oct. 16, 2008. Prior to her position as Deputy City Secretary she was the Administrative Assistant to the City Manager.
Jeana began her career in Houston, Texas working in the specialized areas of risk management and commercial insurance. After the tragic events of September 11th, she began a career in municipal government working as Human Resources Director for the City of Waller before coming to Brenham.
She is an active member of the Texas Municipal Clerks Association and the International Institute of Municipal Clerks. She received her Texas Registered Municipal Clerk (TRMC) certification in August, 2009 and is currently working towards her Certified Municipal Clerk (CMC) certification. Jeana and her husband, Eric, reside in Hempstead and have four children and three grandchildren.
Deputy City Secretary - Jennifer Salsgiver
Jennifer Salsgiver joined the City of Brenham in January 2012 and received her appointment as Deputy City Secretary by City Council on February 2, 2012. Jennifer launched her career in the non-profit sector while pursuing a Bachelor of Arts degree in Literature from the University of Texas at Tyler. She decided to pursue a career in the public sector and earned a Master of Arts degree in Public Administration from the University of Texas at Tyler.
